Resurrecting a development agreement from 20 years ago, a venture capital firm is
asking the City and County of Honolulu for permission to build a major resort on this
pristine, rural coastline, which is serviced by one narrow, two-lane highway. Much has
changed since the underlying environmental impact statement was completed in 1985,
so Keep the North Shore Country, a grassroots organization, filed suit to force a
Supplemental Environmental Impact Statement. The vast majority of residents and
